The right of Beibu Gulf’s Maritime law enforcement was carried out by many teams of administrative law enforcement at sea which belong to different divisions, which is a fragmented industry-style law enforcement system, and the lack of effective coordination, sea law, imperfect laws and regulations led to the maritime law enforcement, law enforcement right of resources divided into different marine law enforcement department, increase the cost and reduce the efficiency of law enforcement, even will cause the power struggle and the law enforcement responsibility is not clear legal consequences, then bring great inconvenience to marine law enforcement.Currently, leading marine and marine development has become the consensus of the whole world. The whole world has more than100countries that are or have been pursuing new maritime enforcement system, set up the coast guard effectively protect marine resources and marine rights. China’s Beibu Gulf marine law enforcement is facing new challenge, include how to effectively implement the protection of marine resources, marine safety, security, traffic management and environmental protection.Based on the study of domestic and international maritime law enforcement theory, on the foundation of advanced experience, This paper analyzes the Beibu Gulf marine law enforcement system current situation and existing problems, discusses the Beibu Gulf marine enforcement system optimization, and argues that Beibu Gulf marine law enforcement system reform as the marine law enforcement reform pioneer, puts forward the establishment of China Coast Guard Corps of Beibu gulf.
