In recent years, Guangxi Maritime Bureau are carrying out the research of the Maritime Administrative Law Enforcement main qualifications and the law enforcement risk, and developed the administrative penalty discretion standard. These actions fully express that some problems still exist in the basis of law system and the enforcement approach. If these problems are not resolved, which will become a stumbling block to hinder maritime law enforcement and even development. Throughout the history of maritime structual reform for10years, the process of historical change have been experience from non-standard to standardize about maritime administrative law enforcement, but which has always been inseparable from the main line of the "hard law rule". In today’s society of modern public governance,pure "hard law rule is increasingly questioned by the people,.And because the maritime agency has entered the national civil service sequence, how to make administrative law enforcement more forceful and effectively, become an unavoidable topic in the environment of that the administrative law enforcement is increasingly important.The introduction of flexible mechanisms is the important promoter of the maritime administrative law enforcement.This article made a preliminary study for the flexible maritime administrative enforcement mechanism, and the paper is divided into five parts:the first part is the introduction, which describes the research background and significance, research methods and research ideas and papers framework; The second part describes the related concepts about the maritime administrative law enforcement and flexible mechanisms, and something about the theory of the public govemance.and the soft law, and the administrative procedures;The third part discusses the status of the maritime administrative enforcement plight and proposed the introduction of a flexible mechanism; The fourth part proposed the ideas of building the framework of maritime administrative law enforcement flexible mechanism; The fifth part has put forward some solutions for the problems that may arise in flexible mechanisms.
