As a structural relationship, institution reduces the uncertainty of the actors’behavior. In a certain extent, the system of institutions structures the externalenvironment outside the actors, so be the actors preferred choice; the coupling betweenthe degree of the systems of institutions determine that which role of the actors play andwhat functions the actors have. In reference to theories of network governance and ofnew institutionalism related, with the systematic analysis of structural governance ofDianchi Lake, the author thinks that the issue of water governance is a system ofconstructions of incentive institutions in essence.That is, how to finite resources intothe water governance through the constructions of institution, making related actorsincentive the water governance of the structural network. Although there are someproblems in the governance of Dianchi Lake, such as failure of coordination of policyand the lack of participation of social actor, but it cannot be denied that the governancestructure of Dianchi Lake still has a certain degree of specialization and reflection ofinnovation. According to this reason, the author thinks that by strengthening the localparty organization’s leadership position and establishing the river basin managementprofessional institutions of the management of river and other subject of role to promotethe reform of local government system at the same time, improving the governance ofriver of local government and the structure of social relations, incentive the socialsubjects to participate in the governance, strengthening the interaction of localgovernment and social organization, so as to construct the realistic awareness of thefeasibility and the governance structure to effectively promote river governance.Therefore, through the innovation of the system of local government and the structuralrelations between local government and the social can effectively achieve the goal ofwater governance.
