Content:The phenomenon of Fish-farming Law Enforcement is a typical "Law-enforcing Economy" which is beginning to emerge in the field of administration execution and increasing during recent years. There is a profit chain of law enforcement hidden in it. As a matter of fact, it belongs to administrative omission and selective law enforcement which is owing to the abuse of the right of discretion. It is worthwhile to probe into the deep-seated problem behind the act of Fish-farming Law Enforcement adopt by the main bodies of administrative enforcement which causing the huge trauma on credibility of government law enforcement by the target deviation of administrative law enforcement, the aggression upon public interests’right, and the obstruction to authority and uniformity of law. The root of the question lay in the reinforcement of the instrumental behavior and profit-chasing character by administrative subject for law enforcement and so on. Therefore, building an overall monitoring system is necessary to preventing and abolishing the act. First, it should standardize the sources of funding and trace of fine. Second, it necessary to establish the administrative self-restraint system which involving three parts:the control of administrative discretion, perfection of responsibility and reinforcement of ethic morality construction of administrative law enforcement. Finally, effective monitoring of Fish-farming Law Enforcement to legislative and judicial facets is important.
