The Rural Public Cultural Service Mechanism Research Of Fujian Province

In the tide of new socialist rural construction, Fujian cultural development in rural areas is facing an important opportunity and the formidable challenge under the construction of cross-strait economic zones’s background. It has both a bright future and a lot of problems demanding prompt solution. At present, an important topic before us is how to put forward effective solutions in the light of the various existing problems in the process of Fujian rural public cultural service development and construction on the basis of understanding and studying on the rural public cultural service construction theory and practice by domestic and foreign scholars. Then, the rural culture in west coast of Taiwan Strait will be further for the rural area, the basic level and the mass, which make the rural public culture service the rural area, the farmers and the agricultural. It is the key point of this paper.The first chapter is the introduction part. It mainly includes the researching background, significance and purpose of the research project. It analysises and researches the domestic and foreign public cultural services, especially the rural public culture service theory and practice condition. And it tells the research method, theory foundation and technical route of this paper.The second chapter mainly introduces the present situation and problems of Fujian province rural public cultural service development. In recent years, Fujian province rural public cultural service develops rapidly and has gained important achievements. But there are still many problems need to be solved, such as insufficiency of public culture finance investment gross, unbalance of urban and rural investment. The rural spiritual culture demand is difficult to effectively meet, but decadent and backward culture is rampant. Township cultural station construction and management work still needs to be strengthened. The rural public culture service is starved of personnel; team construction is backward. These problems seriously restrict the Fujian province countryside public culture service system construction.The third chapter is the main part of this paper. It focuses on the construction of Fujian rural public cultural service system, which provides perfect operation system and mechanism. It mainly includes the establishment of goal-oriented mechanism that embodies the advanced socialist culture; perfecting the scientific, democratic, effective and reasonable decision mechanism; optimization of rural public cultural investment in the financial system to provide financial security for the construction of rural public cultural; improving the rural public cultural service internal generating mechanism to ensure the provision of more abundant in the rural public culture service; structuring the rural public cultural construction exchange mechanism by the experiences of others, to optimize the Fujian province rural cultural service system constantly; strengthening the construction of the rural public cultural service team, To provide intellectual support and personnel security for the rural public cultural services; optimizing performance evaluation mechanism to ensure the provision of the public cultural service that satisfied the broad farmer. The fourth chapter considers that strengthening the rural public cultural service system construction of Fujian province must keep the dialectical thinking. Doing well the project must co-ordinate the overall situation, plan reasonable, correctly handle the relationship between unification and pluralism, between public welfare and profit of supply purpose, between tradition and modernity of supply content, between effectiveness and prospective of supply strategies as well as the relationship between the rural public cultural service supply and the rural economy development level.The fifth chapter is conclusion and prospect. This chapter summarizes the research conclusions, puts forward the inadequacies of the study objectively and makes clear main research direction and focus in the future.
