In the entire emergency management work, grassroots claims a fundamental but forefront position, since grassroots organizations and units are the main body responsible for many activities, including identifying, monitoring and removing latent perils, and reporting public emergencies. Therefore, the construction of grassroots emergency planning plays a significant role in the entire emergency management work. In2007, the general office of the Chinese State Council issued "Suggestions on Strengthening Grassroots Emergency Management Work". In this file, general office suggests to establish of an emergency planning system that "covers the most basic unit" in two or three years, improve basic-level emergency management mechanism, and increase the basic-level’s capability to implement emergency management and to handle all sorts of public emergencies. still has been a gap between the requests from the government and the construction of grassroots emergency planning.Whether it has been to develop emergency planning, is the key to the grassroots level to respond to emergencies success. In2012, half decade after the release of the aforementioned document, whether the construction of science, of great significance on the primary emergency management. In accordance with the nature and affiliation of the grassroots emergency management, the main lateral system of grassroots emergency planning can be divided into three types:grass-roots political organization, enterprise units, institutions and other grassroots organizations. In this work, Tianjin is taken as a study example to analyze the status quo of China’s grassroots emergency planning construction. The analysis is implemented in following three phases:the preparative stage for planning construction, the establishment of planning, and the management in later stage. In the preparative stage for planning construction, China’s construction needs further improvement in system dividing and procedure making. In establishing, the grassroots emergency planning contains too much principle language but little practicability while facing variety public emergencies. Meanwhile, there is also a lack of clear provisions of rights and duties among joint departments on the content establishment. At the later stage of the management, the planning needs periodically revision, frequently publicity and exercise.Response to these shortcomings, the scientific construction of the grassroots emergency planning, at first, should clear the main responsibility, introduce the multi-stakeholder involvement mechanism to regulate the grassroots emergency planning preparation process. Followed in the plan preparation process, plan framework should be clear and concise, reduce the principle terms to increase the operability. Next, at a later stage, useing the network media to strengthen the publicity, and training of plan and focusing on the occasional emergency drill. At last, building a regional emergency plan library to strengthen system security.
