Research On Emergency Management Capabilities Of Emergency Groups In China's Grassroots Government Groups

Nowadays,both of the social transformation process and economic development of China went through a key transitional period which moving from traditional to modern society;from planed economic pattern to intact market economic pattern.Due to the broken of traditional pattern of interests,the social hierarchical structure changed accordingly.Social contradictions have become increasingly prominent.Especially the change of capital and labor force's positions in the market which has led to the sharp contradiction between those two subjects.Until recently,this contradiction already brought a high frequency occurrence of Group Emergency Matters which barreling the development of social economy,affecting the stability of general public's life,seriously hindering our countries" harmonious society construction process.The grassroots government takes the direct responsibility of serving general public's daily life which is the front line playing the key role of implement our countries' policy and to prevent,disposal and rehabilitation of Group Emergency Matters.Although it responsible for safeguarding the security and stability of the region as well as the legitimate rights and interests of general public,the extremely limitation access of social resource makes it hard to fulfill its duty.Therefore,how to improve the emergency management capacity of the grassroots government,to efficiently deploy limited social resources,to effectively prevent,properly disposal and actively rehabilitate aftermath of Group Emergency Matters,has become one of those significant topics needs to be studied of,urgently.This paper based on the theories of fairness theory,social conflict theory and emergency management theory,from the perspective of how to solve contradiction between labor force&capital,integrated using political science,administrative management,legal knowledge to deeply analysis of the topic which is "how China's grassroots governments manage Group Emergency Matters".Through the analysis of specific cases,this paper discovers that regarding to emergency management,China's grassroots government shows a great number of drawbacks lying in:in charge of emergency matters all of a sudden,occasionally and temporarily;handling the matter in a rough way;work passively and emergency management capacity is insufficient.The main reason of those drawbacks is due to the lack of an integrated emergency management system,insufficient emergency prevention capacity,defective emergency disposal mechanism,inefficient emergency matter aftermath rehabilitation progress.This paper analyses emergency management systems of both the United States' and Japan's,learned a great lesson from their advanced experience,and get a conclusion that China's grassroots government should enhance its emergency management capacity from those six aspects below.To perfect the relevant legal system;to build a scientific emergency management system;to improve the emergency prevention mechanism;to enhance emergency handling capacity;to establish emergency aftermath rehabilitation mechanism,as well as to improve the overall capacity of public officials.Improve the capacity of grassroots government's emergency management could help detecting and adjusting social disputes,properly solving social conflicts,and to ensure regional security and stability as well as sustainable development of social economy.This will,no doubt,largely promote the construction process of a harmonious socialist society.
