Emergency Management Emergency Grassroots Economic Organizations Quality Management Perspective

Since Human society formatted, the economic and social development closely associated with a variety of natural disasters and social disaster challenges. Since the reform and opening up in China, the rapid increase in the total economy, increasing urbanization, the urban population density continues to increase. Followed by the plundering of natural resources, people and the destruction of the ecological environment. In recent years, an endless stream of unexpected events, and the resulting casualties, the trend of economic loss and social impact is also increasing. Handling some emergencies properly or not may affect the state, enterprises and grass-roots organizations direction.In this paper, in the center of downtown Xi’an, Shaanxi Cultural Relics Building as one of grass-roots economic organizations, for example, from the analysis of the sources of danger heritage buildings, combined with the theory of public administration and emergency management, social psychology, and policy analysis and other methods, analysis of the causes of hazards, the final form of this heritage building grassroots economic organizations contingency quality reports, in order to promote this heritage building grass-roots level of economic organizations, emergency management, change the past,"post-processing" crisis response behavior, so that the norm of crisis management technology, crisis management port forward in order to minimize the risk of crises. This paper’s purpose is for the similar domestic grassroots economic organizations that can provide a reference and workable models.
