The Current Local Government Anti-corruption System Research

As a society in transition, corruption is an important social governance issues and it’s becoming an important factor hindering our deepening reform. In recent years, local government has made great achievements in institution building of punishing and preventing corruption and anti-corruption struggle. However, during the period of social transformation, the corruption among local government officials is still a serious problem. The endemic corruption has features of "collectivization","younger in age","grassroots". The leaders tend to corrupt, which is a big problem. How to govern endemic corruption has become the major theoretical and practical issues of anti-corruption efforts. Besides, to strengthen the anti-corruption system construction plays a fundamental, global role in promoting anti-corruption efforts of the local government. Therefore, the research of local government anti-corruption system has not only necessity in theory, but also has practical significance.The topic of this article concentrates on local government anti-corruption system research. It mainly contains some aspects. Firstly, we propose the necessity of this study, combine the research status at home and abroad, and put forward the main content of the study and the research methods and technology roadmap. Second, we will analyze the definition and characters of corruption rationally, and state Corruption and Anti-corruption theoretical basis. Besides, we will explore the party in the new-democratic revolution and socialist construction of a series of anti-corruption system building and anti-corruption struggle. From a historical perspective, we will analyze the sources of local government anti-corruption system, and point out that the historical continuity of the existing anti-corruption regime. Third, we focus on the local corruption, especially local corruption at the county level status, characteristics and hazards. Fourth, we analyze the reasons why local corruption is prone to happen, from the transformation of government functions, and the balance of powers, from the causes of the institutional perspective, leadership structure, cadre and personnel, as well as supervision system aspects of the current system of local corruption reasons. Fifth, the Longyang District, Baoshan City where the author is in will be used as a typical case to discuss the effectiveness and feasibility of the front of the feasibility studies and to strengthen local government anti-corruption institution building countermeasures. We hope the proposed countermeasures; the anti-corruption work practices guide Longyang District. Sixth, we focus on how to build effective way to explore the governance of the endemic corruption that is a combination of punishment and prevention system of local government anti-corruption system, from a systemic perspective. Finally, according to the previous study, the author proposes to strengthen the basic view of the local anti-corruption institution building and anti-corruption work:First, we should focus on the local government to rely on routine oversight and legal frameworks institutionalize corruption mode shift from a "campaign-style" anti-mode; Second, local anti-corruption efforts should be continued and have the effectiveness. Anti-corruption construction should be built at first; Third, the core of the local government anti-corruption institution building is the independence of the anti-corruption agency; Fourth, we should actively bring in anti-corruption force, especially network anti-corruption force to solve the lack of power within the government anti-corruption issues.
