Research On The Current Situation And Development Countermeasures Of The Administrative Service Center Of Local Government In China

Since the reform and opening up,the economic system of our country has from the past planned economy to socialist market economy,and adapt to the administrative system reform is step by step,the government is by past governance oriented government to service-oriented government transformation.The administrative service center as a new government reform and innovation,not only conforms to the practical needs of local construction of service-oriented government,and is the inevitable choice of deepening the reform of the administrative examination and approval system.Its appearance,not only changed the minds of the people in the traditional "yamen" image of the government,and in a certain sense embodies the transformation of the government.In recent years,the construction of the administrative service center of local government in China has made great achievements,which has played a positive role in the transformation of government functions,improve administrative efficiency.But at the same time,the administrative service center still has a lot of problems in the system,the mechanism and the construction of ideas,hindering the development of the administrative service center more effectively.This paper to grassroots practice perspective,in combing summary based on the domestic and foreign theory and practice achievement,to D city administrative service center as a case study,through in-depth analysis of the center during the operation,and the obtained experience and the existing problems,find out the reasons,and referring to the experiences and practices of the previous counterparts,finally puts forward countermeasures for the development of administrative service center,to certain reference and facilitating role to the construction and development of our local government administrative service center.The full text is divided into five parts:The first part,mainly expounds the topic of this paper and the significance of the study,summarizes the domestic and foreign research results on the administrative service center,the author of the research ideas and focus of attention.The second part,mainly expounds the concept and development process of the administrative service center,and summarizes the experience and practice of Yinchuan,Guangzhou,Xiamen,Tianjin,Binhai New Area and other domestic advanced counterparts.In the third part,the development situation of administrative service center in D city is expounded.This paper mainly introduces the basic situation of the administrative service center of D City,and summarizes the achievements and experience of the administrative service center of D city.The fourth part,find the problems existing in the operation of the administrative service center of D City,and analyze the reason of the existing problems.The fifth part puts forward the development countermeasures of the administrative service center.Through the analysis,this paper is intended to draw the following conclusion:administrative service center as the main sign of the transition from governance oriented government to service-oriented government,despite the great achievements,but due to its mostly belongs to the Department of the local government spontaneously set up,the existing contradictions and problems also more prominent.Therefore,from the national level of the top-level design,unified deployment of the administrative service center of local government,in the structure of big department system reform and reconstruction of administrative power under the background of the administrative service center of authoritative specification in system,location,organization and operation mechanism.To make the administrative service center become a window to serve the people and become a bridge and link between the government and the people,and become an important symbol of the construction of the service oriented government.
