The local government is the main body of the work of resettlement of demobilized military cadres, the vast majority of demobilized cadres resettled by the local government when they left the troops. The work of resettlement of demobilized military cadres affects demobilized cadres’ life, work, social security, social welfare, but also affects the social stability and harmony, while on has a far-reaching influence to active duty army officer’s stability, even affect national defense strength. Around the world governments, are attached to the work of resettlement of demobilized military cadres for the country, social stability and economic development to construct good social environment. Britain, USA and other western developed countries, has accumulated rich and successful experience in the work of resettlement of demobilized military cadres that be worth our country for reference.China’s work of resettlement of demobilized military cadres from on1950s, experienced a labyrinthian development period, after more than60years of development and perfection, has been gradually moving towards standardization, routine, legalization, normalized track. With the deepening of China’s reform and opening and the development of society and economy, enter21Century, market placement to become the important trend of demobilized army officers.Deep investigated the work of the local government in resettlement of demobilized military cadres, there are some problems, such as working enthusiasm is not high or even conflicted emotions, the actual operation of the lack of transparency, post gap and demand imbalance, management and service is absent, the staff group events occur frequently and other problems. There are many reasons that cause these problems, mainly has the following several aspects:First, the resettlement laws and regulations are not perfect, supervisory mechanism is not perfect; Second, the party and government organs and institutions reform ceaseless development, staffing is saturated with each passing day; Third, the local government and demobilized cadres in the resettlement work of the existence in the process of understanding deviation, the local government of the resettlement work seriously, and demobilized cadres to local the government’s psychological dependence is strong; Fourth, demobilized cadres in the role, age and occupation technical skills have limitations; Fifth, for the demobilized cadres social security mechanism need to be improved; Sixth, various finance investment strength is insufficient; Seventh, demobilized cadres benefit demand channel is not smooth.This research thought, promote local government carry out the resettlement work, first of all should set up and perfect the laws and regulations of the work of resettlement of demobilized military cadres, clear responsibilities of right relationship and establish the resettlement supervision system. Second, optimizing the educational structure and strengthen the military occupation technical training. Third is to strengthen local government workers and demobilized cadres education, fully aware of the resettlement work of the importance and difficulties of placement of demobilized army officers. Fourth is to improve the financial support system, give full play to the central and local government initiative. Fifth is to establish and perfect the social security and social services system of demobilized military cadres. Sixth is through the establishment of specialized demobilized cadres management services standing mechanism and the guide of demobilized army cadres established organizations, smooth the interest expression channels.
