In recent years, the reform of the cadre and personnel system has been the concern of the public, the cadre selection and promotion is particularly eye-catching. But we have to admit, some places do exist problems as violations selection, secret operations, buying and selling official positions, and the imperfect cadres evaluation, selection, promotion system is the not public program, opaque process and many other issues. To eliminate "background guess" in public cadre selection, improve the openness and transparency of the cadre selection process, thereby increase the Government’s credibility is very importantIn the analysis and generalization of diverse, decentralized competitive selection practice, it can be found that, compared with the traditional closed cadre promotion, the competitive selection has many practical advantages, democratic recommendation broaden the horizons of selection and appointment, a transparent and open process is bound to increase the the cadre selection openness, impartiality, more comprehensive and improved oversight undoubtedly improve the credibility of the election and appointment. These practical advantages derived from the pursuit of value and the theoretical connotations of competitive selection, including democratic values, effective competition, fair procedures, and flexible forms, results justice values and such principles to follow.Because of the persistence, innovation and representation in administrative structure, form the empirical analysis of Jinan,we can get some valuable discoveries. The one hand, the competitive selection of cadres has become an irreversible choice in a practice; On the other hand, it still faces a variety of factors from the concepts, procedures, technology, system. Therefore, the competitive selection of cadres mechanism will be faced with further optimization problems.Focus on the general summary and analysis of the competitive selection of cadres, on the basis of empirical research on the Jinan City, we can draw some preliminary optimization path and improvement measures, including strengthening the concept of competition, the formation of a consensus of fair competition; perfect selection procedure to improve the operation of normative; strengthen job analysis to ensure the validity in personnel selection; improve related mechanisms, to optimize the entire cadre selection system; focusing on the construction of the system, to achieve the normalization of the competitive selection of cadres.
