As countries strictly control the production of explosives,sale and use, as well as civil explosive industry constantly has many small and medium-sizedsecurity incidents, the integration of this industry has launched comprehensively, and industryconcentration and the access threshold will be increased substantially. COSTIND(Commission on Science, Technology and Industry for National Defense) put forward a cleartimetable for Civil explosives industry’s first time large-scale integration. At the end of2008,production enterprises which are less than5000tons will be suspended production license. Inthis context, industry management play a vital role in the development of civil explosiveindustry.In China, industry management dislocation and absence of safety regulation are thebiggest problems in the explosive industry management. For example, industry managementemphasizes on increasing variety and capacity for enterprises application while lack ofeffective thinking and safety incidents control. Besides, industry management paysinsufficient attention to the basic work of the enterprise and did not reported the reviewedmaterials strictly, carefully and timely. In some areas, civil explosives industry regulatorysystem is not fully developed, especially in City and County, which hinders the implementionof regulatory responsibility and weaken its regulatory performance. These outstanding issues in explosive industry management might limit thedevelopment of civil explosive industry.Over the years, explosive industry management in Jilin Province has been developedslowly and limited by small-scale, scattered layout, low industry concentration, pooreconomic efficiency, weak technological innovation capability, inadequate funding andprofessionals. In this case, scientific and effective industry management is particularlyimportant to address these development bottlenecks. In addition, rationalizing explosivematerials industry management channels and creating new management style are importantmeasures for healthy explosive materials industry development in Jilin province. Thus, the management of China’s explosive industry has a positive practical implementation andresearch significance.
