For many years, natural disasters not only have been threatening people’s life andproperty security, but also have a negative effect on the development of our country’seconomy. As for the emergency treatment of natural disasters, our country is still at the initialstage without forming a complete emergency management system. Thus, because of thehysteresis quality of emergency information during the emergency incidents, it seriouslyinfluenced the effectiveness of emergency management. As the key component of theemergency system, Emergency logistics needs to be managed scientifically to meet therequirements for the material transportation on spot. After researching and analyzing theearthquake disaster happened In Sichuan province, the virtual logistics center should mainlyconcern earthquake and secondarily other natural disasters, to meet the material supplyimmediately in the quake area and take reasonable emergency transport plan to conform theresources from small groups.In this paper, a scheme is made for the specific location of the emergency logistics centerin Sichuan province, according to the characteristics, the geographic location, thetransportation, the seismic belt’s distribution and other factors of each city in Sichuanprovince. By full-well knowing each city in Sichuan province, comparing with each otheramong cities and using the AHP method, the location of the emergency logistics center isdetermined ultimately. In order to prove the role of the emergency logistics center, thePromodel simulation software is introduced to simulate it. To get a specific scheme, the5.12earthquake happened in Wenchuan county,Sichuan province is given as an example tocalculate the time from specific emergency logistics center to disaster areas, the numbersvehicles, and the freight volume by the concrete simulation and these data is use to prove therole of emergency logistics center. Considering the necessity of constructing emergencylogistics center and the expense problem, two schemes are concerned. One is a realemergency logistics center, including important materials reserve, information managementsystem, etc. Another is a virtual one, enabling emergency logistics center to work in a veryshort time by a command system, and materials storage and transport vehicles both cooperatewith business enterprises in agreement to achieve the cost savings.
