Any theoretical study, which is only combined with the social reality, can realize the value of research. Combining the historical background of more than30years of reform and opening up, this paper analyses and studies the construction of socialist ideology from the perspective of ideological and political education. Ideology belongs to the superstructure. If the ideology is correct, it can promote the society to develop otherwise it can block the society to develop. Therefore, the CPC pay much attention to ideological and political work and the construction of ideology. The author stresses that we should accord to the times and the basis of new practices, speed up to study the Marxism in China,continuously promote the innovation of Marxism theory, and uses the new and right theory to guide the great practice of socialism with Chinese characteristics.The whole thesis of the conceptual framework is that: Firstly the author analyses the relation between the ideology and the ideological and political education, and combines with the social reality to analyze the practical necessity to develop the ideological function of ideological and political education, therefore, it introduces the reason why the author chooses this title and discusses the key point. Secondly, the author reviews and summaries basic theory and experience of developing the ideological function of ideological and political education of30years of reform and opening up Thirdly, the author highlights the challenges and impact of the globalization, the internet, the non-mainstream ideology, and the corruption of CPC for developing the ideological function of ideological and political education during the reform and opening up. In response to these challenges, the author proposes some approaches and measures to enhance the ideological function of ideological and political education. In order to reflect the value of writing this paper, the author analyses a case and make a conclusion that we should develop the ideological function of ideological and political education, and reasonably guide the value orientation of the young college students.
