Honesty,the Chinese traditional virtue,plays an important role in Chinese and westernhistory of civilization. In nowadays China,however,it has been one of the moralities towhich the society shows indifference. With the development of the socialist market economyand the democratization of politics,government,as the manager of the whole society,is facedwith higher and higher demands from the public. Thus,the honesty of government issignificant,for it is the foundation constructing whole society’s honesty and a guide,leadingpeople to be honest. It goes an old Chinese saying:A person without honesty won’t fit inwith the society,and a nation without honesty will go downhill. In2004,the State Councilenacted the Outline for Promoting Law-based Administration in an All-round Way,includingthe great goal to substantially establish a government ruled by law in a decade and somerequirements for such government,especially the request for honesty. For the present,it’sbeen a crucial moment for our country to build China into a moderately prosperous society inan all-round way. Besides,an harmonious society is being set up,which especially calls forour government putting honesty as the priority and advancing itself on the harmoniousrelationship with people,The construction of government’s honesty has a profound influenceand great meaning.The government need value the principles of honesty and use them to guide theconstruction of government’s honesty. So it should set these principles as the basic ones inthe field of administrative law and add them into the coming Administrative Procedure Act.Currently,there’re two aspects showing the lack of our government’s honesty. On one hand,the government’s information isn’t in public and comprehensive;on the other hand,itsadministrative behaviors show the lack of honesty. The dishonesty of government bringsabout the extremely devastating consequences,such as the harm of its image in people’s eyes.As it is a systematic job of constructing government’s honesty,we need call on the wholesociety to work together,using a variety of methods in thought,legislation and regime.Based on the reality of our government’s current construction of honesty,this paper can bedivided into5parts,covering the use of related theories,such as those of political science, psychology,and administrative law,integrating theory with practice and taking the methodsof analysis,synthesis,and comparison. In the first part starting from explaining the meaningof honesty in history,it discusses the concept of honesty both in Chinese and western cultureand the principles of honesty in the Private Law. In the second part,it tells the honesty in thepublic power and the relationship between honesty and government. In the third part,itclearly points out that the current honesty problems within our government and the harm theywill bring. In the fourth part,it’s mainly focused on analyzing the superficial reasons anddeep-rooted reasons why the government lacks honesty;In the last part,it elaborates on myplans to help construct the honesty of our government.
