Evolution And Reflection Of Cultural Policy(1949-1976)

Policy is the important means for our party to lead and develop culture in the new era, which make the culture prosperity and promote the system reform to meet the needs of the people well. From1949, the PPC have led people to construct the new democratic culture and produced series of new cultural policy always changed.In this paper, literature research, comparative analysis and logical deduction were used to divide the three decades into three stages as transitional period,comprehensive construction period and the "Cultural Revolution" period.On this basis of collecting the specific policy in each stage and analyzing it’s characteristics, I summed up the development achievements and lessons of this entire historical period of cultural policy. Since we moved into the21st century, cultural especially the cultural industries having developed rapidly, requiring the cultural policy making appropriate adjustments and innovations. Therefore, combining with the newest characteristics of the cultural development, I put forward some effective proposals for the adjustments and formulations of cultural policy at the end of the paper.
