As an approach to balance the interests and a result of mass communication. copyright law is sensitive to every single technical resolution and evolutes itself. By making a clear scope of copyright protection, interests are balancing dynamically between copyright owners and the public.The Internet, which was booming up round the late20th century and beginning21st century, brings us tons of millions information and super speed connections. Meanwhile, challenges show up in copyright protection. Within this Ethernet background, people have to choose a better way to obtain royalties for thousands of literary and artistic works, and keep the interests appropriate at the same time. The solution has been a hotspot for copyright law legislation and judicature.This dissertation focuses on these issues as following:The first part is introduction. It is a brief overview of the new digital environment in which the issues came up from;The second part is about the e-influence on copyrights and analyses with traditional license models of copyrights. New features of copyright and feasibilities of license in digital time are under special discussed. Based on the legislation in China and abroad as references, we lay the conclusion on the combination statutory license and collective management;The third part is a separate discourse upon the statutory license and collective management. More attention was paid on the advantages and disadvantages of each mechanism. In addition to the traditional comparative study, research for these issues has taken a historical methodology. A substantial volume of legal materials have been reviewed during the development of the copyright laws, especially the reasons why different approaches were chosen in different countries, in order to supply some recommendation for China;The forth part is about recommendations on a combined system of statutory license and collective management in China. Approaches for improvement in practice;The last part is a summary of key points and views in this dissertation. A clear scope of statutory license and efficient collective management organizations are the first two urgent tasks now in China, for a better solution of massive license obtaining.
