Research On Risk Management In Construction Of Jilin Armed Police Detachment Guest House

With the in‐depth development of China’s economic reform and the establishment of the market economy system, the military guest house has the original single reception room and board functions past soldiers, transformed into outside the military to provide integrated services, mixed with a variety of functions, army hostelthe growing importance. Can also enrich the soldiers living accommodation in the army as well as the economic income, is an important material foundation for national defense and army building. With the country’s economic strength, military spending total is growing year by year, army hostel building expenditure as a percentage of the share of military spending also increased. Good or bad army hostel building more and more attracted the attention of leaders at all levels. However, from the status quo to state and military investment as the main army hostel construction management, there are still a series of problems. Mainly as follows: on the one hand, hastily while building increased side; the other hand, only the immediate, without taking into account the long‐term. Some units engaged in the army hostel building heavy eyes, light long‐term, one‐sided pursuit of short‐term effects and lack of consideration of the future development of the unit, there is no good planning, guest houses caused by the army after the completion of the construction period can not adapt to the forces development needs forced demolition and reconstruction, resulting in a great waste of redundant construction and military spending. The above problem in my army hostel prevalent in construction management, leading to a military guest house building investment decisions unscientific, investment efficiency is not high, and the project management level is not high, seriously restricting the development of the army hostel building.In this paper, Jilin Armed Police Detachment hostel building project as a case study, its policy‐sensitive, capital‐intensive, high‐risk projects, our army building in response to the risk of slow, and the lack of effective risk prevention measures, did not form on systemic risk management. Therefore, we should timely analysis of the characteristics and laws of the People’s Armed Police Detachment hostel building management, home and abroad, foreign military engineering construction management experience, speed up the armed police detachment hostel building project risk management study of risk for the opportunity to promote China’s armed police detachment hostel building healthy and rapid development.This total is divided into six chapters, the first chapter introduces the basic units of our military construction project management, research background, significance, research status and the main approach to the study paper. Chapter II is a project management knowledge areas related to knowledge of the general description. The third chapter focuses on analysis of the basic risk factors of the Jilin army’s construction projects of guest house. Chapter IV focuses on the risk assessment of Jilin police army’s construction project of guest house by using the approach of Analytic Hierarchy Process. Chapter V is about the measures to control the risk during the construction of the guest house in Jilin police army. Chapter VI is a summary of the whole article, as well as the prospects for research work.
