The Constitutional Reform In Late Imperial Of China

The constitutional reform in late imperial of China (1905-1911) is an importantpolitical event. It contains all of the political issues which are concerned by both thepolitical elites and ideologists of China. My paper will analyze this political event witha perspective of the theory of political development. I will explain the basic appearanceof the constitutional reform with the purpose to explore the relationship between reformand political development.This constitutional reform is of the collapse of the political order and beliefs. Theauthorities of emperor and central office have been weakened. The resistance forcesgrow with each passing day. The political legitimacy is collapse. Consequently, a groupof ideologists devote themselves to enlighten Chinese people’s political knowledge. Themodern political concepts have been spread in China.In the face of such a situation, Qing dynasty put the political reform on the agenda;the administrative reform has been put forward. And then,“Imperial constitutionoutline” indicates a political system innovation, however, it has little success.“Thenineteen major tenets” improves this reform, but it could not retrieval its dynasty. Theconstitutional reform in late imperial of China remains a rich political heritage. Ittrained a large number of political elite, at the same time, the modern political conceptshave been generally accepted.The constitutional reform in late imperial of China (1905-1911) is initiated byhierarchy, included organization structure; administrative power restricting mechanismand legal system, in order to restore the rule of order. Although it fails at last, the impactcan not be ignored. It improves Chinese process of political modernization. Today,Chinese reform should pay attention to balance reform, development and order. Thepolitical reform which occurred in1905has some reference value.
