Late Qing local autonomy movement is an integral part of the preparatoryconstitutional, with the deepen understanding of Western democratic political system,Chinese people practiced and carried on. Its aim is to change the traditional rule of thefeudal autocratic monarchy, to promote China to the road of democracy. Structure of themodern state, necessarily involves the formation of social and class structure. How todesign the organization of central and local government, and how to distribute socialand political rights to create a balanced political foundation,and achieve socialintegration and stability, is not only the problem of the emerging bourgeoisie, but also achallenge before Qing rulers. Local self-government is an important part of the lateQing constitutional reform in modern China,and also is a major attempt of localpolitical democratization.This paper is divided into four main aspects. The first part: from the perspective ofconstitutional concept of local self-government, analyzes its system and therelationships between local autonomy and constitutional. The second part: by resolvingthe traditional Chinese concept of local self-government, to analysis the input anddissemination of local autonomy in the late Qing. The last part: to explore the practiceof local self-government in the late Qing Dynasty, mainly in the case of Hankou andSuzhou.The study of the Qing local autonomy has both theoretical and practicalsignificance. The coordination between central and local governments and the healthystate-social relations, can learn from their practice useful ideas and experiences.
