The public policy of multiculturalism dealing with the relations of minority and immigrant had come into policy-makers visual field in the late20th century. Canada, as a multinational immigrant country, becomes the first country to adopt multiculturalism, which also get into one of the most significant features of Canada and be imitated by other countries. The formation of Canada’s multicultural society has its historical reason and the entrance of multinational immigrant lay a profound foundation for this multicultural policy.With the implementation of multicultural policy from1971, the development of this policy undergoes different phases. This paper will reflect the political concept of multicultural policy by summarizing the contents and characteristics, at the same time, analyzing the effect that influence factors like different economic environment, interest groups and production condition to accommodate the policy. At last get into the conclusion that what improvement the government should take, as a result, on one hand, getting multiculturalism to develop towards a legal and institution direction, on the other hand, making contribution to Canada’s economic and social development.This paper will use case analysis, comparative analysis and literature analysis to do the study. Firstly, the paper illustrates the historical background of the formation of Canada’s multicultural society. Secondly, the paper concludes the concept, content, characteristics and the effect the minority have in the process of policy-making. Thirdly, the paper analysis the influencing factors of policy implementation. Lastly, the paper explores the problems that multicultural policy faces and brings forward suggestions. Under the latest situation, only do the government adapts to the new environment, can this policy be put into effective practice.
