With the deepeningofChina’s social construction, to providesocial services has become a more and more importantfunction for the government. As the scale of service providingexpanded andthe degree of specialization of it enhanced, theGovernmentbegan torely on socialorganizations toprovide services directlythroughtheoutsourcing contract. To selectmoreeffective socialorganization, reduce service costs, improve servicequality,competitivebidding is tried to be used by the governmenttochoosetheirpartners. Duetotheparticularityofsocial services, this quasi-market selecting way was oftendifficult to achievethe purposeofthereformers and led tothefailureofcompetition.Fromtheperspectiveofmarket competitiontheory, transaction cost theoryandresource dependence theory, the paper analyzed why competition failed. And thenwith the use of these threetheoretical perspectives, we analyzed Shanghaipublic servicetendering to find out thefactorsthat affecteffective competitioninthebidding process. Thisarticlethinks that whether to use competitivebiddingthesocial servicesoutsourcing contractshould beconsidereddepending on the circumstances; and after bidding is taken, the government must havetheabilitytotake variouspolicy and institutionalmeans to maintainand promote competition.
