In recent years, with real estate market in China warming up continuously coupledwith the property market bubble growing, more and more residents do suffer from "realpressure", simultaneously, there appears a kind of special commodity named"uncompleted-right houses ". In all likelihood, the existence and development of "uncompleted-right houses " cannot but touch many aspects of sensitive nerves, whoseembarrassing background and nonstandard disposal mechanism does spur the "uncompleted-right houses " in a difficult situation, combined with the operation andsolution alike of the problem in a plight. Based on this, this article attempts to summarizethe problem of " uncompleted-right houses " in light of the existing research results andputs forward some suggestions of author.Undoubtedly, the legal attribute of " uncompleted-right houses " in our country ruralareas is introduced in the first part of the thesis, the concepts and features of the "uncompleted-right houses " are introduced in detail in the beginning of this articlepossibly being the first acquaintance followed by focusing on its causes, paving the wayfor the necessity presented below. In the final of the first part the legal attribute of "uncompleted-right houses " is further described, as the main theory analysis with thepurpose of having a comprehensive understanding of " uncompleted-right houses ". Theproblems of " uncompleted-right houses " in terms of administrative law are elaboratedmainly in the second part of this article, at present, in accordance with the centralgovernment’s relevant policies, the registration to " uncompleted-right houses " isprohibited whose property right is always not clear, making the considerable difficultiesin the circulation of " uncompleted-right houses "," uncompleted-right houses "coupledwith the looseness of governmental supervision and the laxity of relevant legislationsystem, all alone or jointly bringing about the existence of " uncompleted-right houses "despite banned repeatedly. In the last part as the focus of the article, some suggestionsaccording to realistic theory and experience before with regard to " uncompleted-righthouses " are addressed. Of course, the relevant legal system support is indispensable, aswell as speeding up the establishment of related laws and regulations. Finally, along withthe establishment of an independent sector and the effective implementation of the above proposal, the theory must be put into practice.
