The drug problem is a tough pressure for china’s reform and opening, market economy development and harmonious society constraction. We always use the administrative measures to control the drug, but the effect is not ideal. The drug problem was still very serious. According to the the report issued by NNCC, the number of drug users in our country is on the rise. As the Anti-Drug Law of PRC (referred to as the Anti-Drug Law) and the regulation on Drug Rehabilitation go into effect seperately on June1,2008and June26,2011. China’s drug rehabilitation measures changes a lot, we had three ways, voluntary drug rehabilitation, compulsory rehabilitation and reeducation through labour in the past. While we have voluntary drug rehabilitation, community rehabilitation,compulsory isolation drug rehabilitation, community rehabilitation and so on.There are still many problems in drug rehabilitation, After anlysis the chapter four of the anti-Drug Law, also the Drug Rehabilitation Regulation and some government law and regulations on drug rehabilitation,as well as the related law enforcement status in Wuxi, Shanghai and Yunnan. The main problems are the lacking supervision mechinism, the lagging development of the professional drug rehabilitation team, the right violation of the druggy, the unsmooth coordination between the cure measures,etc.To solve the problem, we can introduce the procuratorial inspection and supervision mechanism into compulsory isolation for drug rehabilitation. Redifine the right to decision and enforcement. Strengthen the supervision by public opinion. In addition, we can introduce the social wokers model conditionally.The relevent administator should issue the laws and regulations, which define the way to identify drug addicts, the standards and the procedure to test drug addicts. But also make the regulations and detail rulers about community drug rehabilitation, enforcement of the compulsory isolation rehabilitation, and the right for the druggers. To coordinate system of drug rehibilitation measures, It’s neccesary to revise and clear the obscure articles, and define the condition for the treatment for drug rehibilitation in community.
