Since the reform and opening up, remarkable achievements have been obtained andcomprehensive national strength, the level of productivity and people’s living standardshave been enhanced continuously for the past more than30years. Accompanying withincome added, living improved, life better and better, not only material affluence but alsorich spiritual life and good social environment will be pondered. To meet people’s newwish and expectation and realize that the power held by the people, the sentiment related tothe people, the advantage seeked for the people, we must create benefit, develop, produce ahappy for people standing height of the times.Under the new situation, fresh pursuit can bring new development. Wealthy,harmonious and happy social concept was raised by Zhangqiu city of Jinan at the first time,that is” new Zhangqiu with wealth, harmony and happy”. To some degree, this conceptpromotes the development of Zhangqiu. However, this social concept can not attract moreattention and its research is not in-depth and systemic, which is becoming the restrict to itsdevelopment in theory and population in practice.
