| During the World War II, Jewish suffered a lot from Nazi’s persecution. The process could be divided into3parts: legislation against the Jewish, radical violence and final execution. The holocaust left profound influence on this nation.600million people lost their lives. A large number of refugees increase the burden on the national reconstruction. Moreover, the holocaust enhanced the influence of Zionism. Hostility against the Germany is aggravated. However, why Israel finally agreed to directly talk with the murderers for the reparation?From the perspective of Israel’s decision‐making process, the real power is in the hand of the prime minister. The process is proposal‐PM‐cabinet‐Knesset‐committee of foreign policy and security. The pragmatists who are in favor of communicating with Germany for reparation actually controlled most of the key decision making segments. The most important game between different parties is in the discussion in Knesset.The reasons for pragmatists’ success lay in3aspects. Firstly, they controlled the key segments of decision making. Secondly, they implemented dual track policies during the negotiation with Germany. On one hand, showed tough attitude in public negotiation, on the other hand, kept close and frequent contacts in secret diplomacy and make concessions, which help them win the support from the people. Thirdly, they stroke the radical nationalists and make the centrists clear about the situation and finally won their supports in the Knesset. |
