Commercial Bribery In The Field Of Engineering Construction Problems And Countermeasures Research

Nowadays, commercial bribery in the society is in existence universally. As a kind of abnormal social phenomenon, it affects not only the fairness of the market economy but also the stability and healthy development of market order. What’s more, the commercial bribery in the engineering construction area can have more serious effects. In this paper, I will analysis and explore the reasons of commercial bribery in engineering construction field, clarify its social harmfulness, put forward measures to prevent and manage it, which aims to suppress the crime of commercial bribery in engineering construction field, fight with corruption and promote the construction of harmonious society.This paper consists of five parts. In the first part, I will mainly introduce the purpose and significance of the selected topic, the recent research situation of national and international study, the purpose and contents of study, research methods and technical route, the frame structure of paper and some basic problems. In the second part, I will analyze the current situation in the field of engineering construction bidding realm business bribes, especially the main Performance and the morphological features. In the third part, I will make a profound analysis of the reasons of engineering construction bidding realm business bribes. In the fourth part, I will put forward both the superficial and internal measures to prevent and manage it. In the fifth part, I will make a summary of the whole paper.The paper narrates that the commercial briberies in the field of engineering construction mainly take place at the links of market access, planning programming, tax relief, bidding invitation, purchase of building materials, project budget, fund appropriation, design alteration, etc. Also, the paper discusses the concrete performance of commercial briberies with large quantities of examples. Based on this, the paper analyzes the causes of the commercial briberies in the field of engineering construction considering such aspects as lax supervision in construction markets, bidding invitation, engineering quality and administrative examination and approval, light punishment in law and high profits in the field of engineering construction. Meanwhile, the writer puts forward the idea that in the three stages of first-phase preparations, project construction, and completion test, we should pay adequate attention to the eight links:market access and clearing, project planning and approval, project bidding, quality security system, project design alteration and fund appropriation, technical and procedural completion test. What’s more, the writer is in favor of raising the discovery rate and punishing rate of the commercial briberies, increasing the cost of commercial briberies, in order to restrict the briberies to a bare minimum.
