| Relatively Centralized Power of Administrative Punishments has the positive function on administrative execution of city management. The implementation of this system solved the problems of multiple law enforcement, repeated punishment and enforcement-disturbing issues. In2001, Baoji city of Shaanxi Province carried out the pilot project of Relative Centralized System of Administrative Punishment Rights under the leadership of the State Council. Then, the provincial government has approved Xi’an, Xianyang, Weinan, Yulin and Hanzhong five cities to carry out the relatively centralized administrative punishment power work. After ten years of practice, with all the six cities unremitting efforts, the pilot work has achieved notable results. They have relieved the’headache’problems in a certain extent of city management and administration punishment, and also improved the government image.The paper takes City Management of the Relatively Centralized Administrative Penalty Power in Shaanxi Province as an example, mainly analysis the investigations about the Penalty and Sum up the work of the achievements in our province. Due to the Relatively Centralized Power of Administrative Punishments are still at the explorative level at present, the works in this field have some problems, such as deviation of cognition; lacking of laws and regulations; the law enforcement leadership system not smoothly; the quality of the crew are still in a low lever; lacking of guidance of the country and the weakness of guarantee in the law enforcement etc. Combined with the above, the author try to give us some inspirations on how to improve the efficiency of the work, such as Update the concept of administrative law enforcement, Promote the administrative enforcement of law, Improve enforcement coordination system, Strengthen the team of Administrative law enforcement, Increase the area of administrative law enforcement propaganda, Realize digital city management and so on. |
