With the advance of reform and opening and the development of the socialist marketeconomy. The Women’s Federation is facing all kinds of surroundings at home and abroad.As a bridge between the party, government and the women, the Women’s Federation holdsa very special place in the society. Under the new situation, it is the requirements ofpromoting scientific development, building a harmonious and developing socialistdemocratic organization letting Women’s Federation in the public service. The report ofthe seventeenth National Congress put forward clearly supporting the work of the LaborUnion, the Communist Youth League and the Women’s Federation. It is an opportunity forthe Women’s Federation’s taking part of public service. There are several parts in thisthesis as follows. The first chapter is Introduction, in which the background information,meaning and research status at home and abroad. And there are also the methods, contentsand the possible innovation. The second chapter is about the theoretics of Women’sFederation, which including the definition of the Women’s Federation and Public Service,will produce a firm theoretic basis for the further argument. The third chapter is about thepresent situation of Women’s Federation’s taking part of the public service. The FourthChapter introduces the existing problems and the causes of them. And in this chapter theauthor analyzes them at the basis of the first three chapter. In the fifth chapter, the authoranalyzes the way to promote the Women’s Federation’s taking part in the public service.Inorder to promote the capacity of Women’s Federation taking part in the public service, theauthor proposes related countermeasures from five aspects: system design, newmechanism reconstruction, platform carry, relationship study and talent supply.There are two innovations in this thesis. The first is putting forward the limitations ofthe Women’s Federation in the public service. After this, the author put forward severalopinions, which is helpful to the efficiency of the government arrangement and the wayexpressing their wishes. The second innovation is that the author not only give theoreticopinions, but also give some practical examples.
