The issues of letters and visits are the specific reflection of contradictions and conflicts during the process of the major adjustment of interest in the current period of social transition. The common people participate in the administration and discussion of stated affairs and get reliefs by the channel of letters and visits. The local petition work can obtain the first-hand materials reflecting people’s will and social conflicts because it has direct contact with the mass. The quality of the work of letters and visits directly affects social harmony and stability. Generally speaking,our work of letters and visits, especially that in local governments, is forwarding in tortuosity, enhancing in advance and has played an active role in maintaining social stability, coordinating conflicts and promoting reform and development. But in recent year(?), the volume of total national letters and visits is keeping at a high level and there are still continuous group visits, repeated visits leapfrog visits,visits to Beijing and even malignant mass incidents. Letters and visits especially in local governments is still passive and inefficient. Predicament and limitation in work still exist and need to be studied and resolved.The author has carried out specialized research on the petition wok in Liaocheng from the point to the area in the hope of providing some references for the local petition work in various regions. At first, the author gave introduction to letters and visits, the system of letters and visits,the development and the functions, and then analyzed the present situation and characteristics of the local work in Liaocheng based on the introduction of petition rules and procedures. At present, the local petition work is under the situation of increasing volume,much difficulty and more unusual letters and visits. There are many problems to be solved, such as protrude issues,dislocated functions, low efficiency, policy limitation and the poor quality of the personnel,and so on. As to the questions above, the author has analyzed the reasons from different points:the relative policies,the other right remedy channels,the popular and working organizations, to come up with countermeasures. The fist measure is to perfect laws and regulations relative to letters and visits and promote the legislation; The second one is to promote the reform for the othe related right remedy and promise the feasibility of the reform for itself.The third one is to reinforce the law publicity and the correct guidance to the popular and standard the order of the letter-or-visit. The fourth one is to speed up the reforn for the organizations and keep pace with the systems’reform.
