Some Important Issues Of China’s Community Correction System

Along with the progress of human civilization, all countries in the world continuouslycarry on the reform and innovation of the system of punishment, and the light punishmentand execution socialization has become current general trend of international development.While the system of punishment is adhered, the non-custodial sentence begins to be largelyapplied. Community correction system, as a new way of social executioner, is a shock to thetraditional heavy penalty, and its establisment has become one important mission of thejudicial system reform. Since July2003,28provinces (cities, districts) in China have carriedout this work. Today, community correction has flourished in the national pilot areas, and wehave explored and summarized much successful experience, and achieved obvious effect. Butwe should also see that China’s community correction work is still at the exploratory stage,whether the theory or practice there exist some problems. Therefore, the communitycorrection system, not only needs to be interpreted with abundant theoretical research and alsoneeds to be provided with support and evidence through long-term practice and work.The thesis firstly makes a systematic study on the theoretical basis and value judgment ofthe community correction system, and then integrating theory with practice, takes an exampleof the community correction research in Dinghai District, Zhoushan city, Zhejiang province.We visit the community corrections objects,staff and audience and make a practical research.By comparison and analysis of the survey results, we discuss the problems and drawbacks ofcommunity correction system. Finally, combining the practice in Dinghai District communitycorrections and China’s specific national conditions, we put forward appropriaterecommendations and solutions to promote the development and improvement of China’scommunity correction system.
