The Bugu tribe, one of the Nine-Tiele tribe in the Tang Dynasty, lived mainly to the northwestern area of today’s Ulan Bator, Mongolia. Being a nomadic tribe, it had a complicated relationship with the Tang Dynasty, submitted to the Dynasty and rebelled against the Dynasty frequently. A rebellion had a direct impact of the Tang Dynasty on the northern plateau and political situation at that time. Pu-gu Huai-en is general of minority of Tang Dynasty. He issued from Bugu tribe. Pu-gu Huai-en and his son be much accounted of Tang because they put down the insurgency and they made important contribution for stability of the Tang. He helplessly rebelled against the Tang that caused unrest of the Tang in later stage. To the9th century, Pu-gu Jun fight with Guiyijun Regime for Qumul and lived in peace later. He occupied the area of Qoco, Qingzhen and Luntai, and established the Qoco Uighur Kingdom in866.
