As the policy of reform and opening-up moving forward, the economic growth rate iskeeping in a high speed. The urban traffic is growing to be an unprecedented challenge for theTraffic management department of public security organs. What’s worse, the leadership of theDepartment having ignored psychological need of the policeman, which makes the policeman tobe passive about progressing and feel unwilling to engage in the service. This is graduallybecoming an obstacle for the Department’s development. Starting from the needs of thepoliceman, The psychological contract theory studies how to increase satisfaction, inspire theenthusiasm, and improve the team cohesiveness of the policeman about their work. So, it’snecessary to introduce the psychological theory into the human resource management of theTraffic management department of public security organs, which will make a good psychologicalcontract between the Department and the policeman. This will be beneficial in the way to solvethe urban traffic problem.This paper starts from the concept of the psychological theory, and the latest research atboth home and abroad. The theory’s influence and its problem are discussed too. Then, the papershows the current situation of the human resource management of the traffic policeman ofhighway in the Hunan province, as well as its problem. The conclusion is followed, which is ananalysis based on an empirical investigation.The empirical investigation of this paper is mainly about the relationship betweenpsychological contract, job involvement and job performance. Based on the existing of result ofother papers, this paper proposes an theoretical model and its assumptions. The data is gained bythe way of sample survey, and analyzed with the SPSS17.0software, which verifies thetheoretical model and the assumptions. The main conclusions are:(1) the psychological contractwith its all dimension have a significant positive effect on job performance;(2) the psychologicalcontract with its all dimension have a significant positive effect on job involvement;(3) jobinvolvement and its all dimension have partly a significant positive effect on job performance;(4)job involvement is an connector between the psychological and job performance.Based on thisresearch,this paper has some proposals about the management.
