Super-Ministry system reform is a new measure of the administrative restructuring. In2008, China formally proposed and promoted the development of Super-Ministry system reform. Yunnan Province carry out the Super-Ministry system reform in2009, with reference to the establishment of institution of the State Department. Five years’reform leads to some problems to be solved urgently as well as some experience. Take Department of Human Resources and Social Security of Yunnan Province for an individual case (YNHRSS for short), the current situation of the Super-Ministry system reform could be analyzed on the basis of Policy Implementation Theory by the help of New lnstitutionalism, Process Reengineering, Organizational Change and Structural Functionalism Theory. By exploring the reasons that influences the policy effect, this thesis could provide some advices for improving the efficiency of all departments and verify the effect of policy implementation, thus providing good references for Yunnan Province to make policies after carrying out Super-Ministry system reform.This thesis reflects the theoretical study of feedback and guidance, and at the same time, it also makes up the deficiency in the empirical research of Super-Ministry system reform, thus increasing the new content for the research on the reform of theories.With help of text analysis, questionnaire survey and comparative analysis, it is shown that Department of Human Resources and Social Security of Yunnan Province has achieved improvement in its department responsibility, management concept and management mode through the Super-Ministry system reform and it also speed up the transform of the government function and promote steadily the work of human resources and social security. However, some problems still exist, such as imperfect function integration, unscientific establishment of departments, unreasonable size of personnel force, difficulty in building department cohesion and organizing government culture, morbid internal rules and regulations and indistinctive improvement of administrative efficiency.Combined with the survey data and interview conclusion, this thesis analyzes how understanding and implementation of policy, initiative of implementation, the implementation of policy and policy of policy execution has carried on the analysis to the reasons that affect the reform effect from the perspective of policy implementation organization theory school. By the use of conditional theory of policy implementation, this thesis puts forward some countermeasures and suggestions to improve the operating efficiency of Department of Human Resources and Social Security of Yunnan Province from the perspectives of resource, subject, object, means, and communication. Because its reform is typical in Super-Ministry system reform of the local governments, conclusions of the study are also applicable to other similar departments of local governments and Super-Ministry systems.
