In the politics of United States, the congress, the administration and the departments ofjudicial to form a policy system.In it’s inside and outside the policy, decision andimplementation, among the congress, the administration and the departments of judicialinteraction and the occurrence of contact. As free in national political system of the outsideinterest groups, they participate in the American political decisions every aspect ofcontinually to congress, the administrative department for political activities outside thehospital lobby and try to influence American domestic and foreign affairs, get some benefit.After the second world war, as United States foreign aid policies is an important part offoreign policy and increasingly becoming interest groups participating among them,trying toinfluence its policy towards, getting huge benefit to a piece of “bread”. In recent years,interest groups become increasingly obvious influence in the decision of United Statesforeign aid policy. Become of the important influence to the American diplomatic power andbrought many new changes of international relations. Research interest group in the UnitedStates on foreign aid and make a reasonable evaluation will help us to know the United Statesforeign aid the nature of policy and value orientation, so as to make relevant foreign aidpolicy in China to provide some reference for experience and enlightenment.This paper includes five parts of the content, the specific ideas as follows:Part one: We main content include writing and its meaning subject reasons, at home and abroad of scholars at present to this problem of a research status, and the concept of interest group.Part two: Mainly discusses the Interest groups United States foreign aid policy influence reasons, consist of the “separation of the three powers” in United States political system framework; The unique election politics; The United States open society ofculture and the double consideration of Ideology construction.Part three: We discusses focuses on the interests group has six mode, they are politicalparty; economical interest groups; racial and religious interest group; public interest groups;the research institutes of NGO; foreign interest groups.Part four: This is key point in my paper, mainly discusses the interest groups affect on American foreign aid policy, although interest groups can exert its influence byvarious means, the influence is limited and unbalanced.The last one: It is a conclusion to do a prospect of the interest group influenceof the United States foreign aid policies.
