A Study On Social Assistance Of The Hangzhou Municipal Government At The Initial Stage Of The PRC (1949-1956)

After Hangzhou was liberated on3rd, May,1949, the CPC (Communist of China) and the Hangzhou municipal government gradually reformed the ROC (Republic of China) governmental relief organizations and the non-governmental relief organizations, changed the traditional social assistance model which combined the country, society, families and individuals. They also established a new social assistance system and based on which they developed the social assistance. The government adopted many measures to give relief to the unemployed people, vagrants, disaster victims, refugees, orphans, the old, the sick and the disabled people, obtained the good achievements. It probes and analyzes the social assistance of the Hangzhou Municipal Government during the initial stage of new China in three parts, they are:restructuring the social assistance system, making relief activities and achievements, and problems of the social assistance of the Hangzhou Municipal Government in that period. On the basis of investigating the social relief organizations and activities of Hangzhou city in the early years after the founding of the PRC (People’s Republic of China), this thesis illustrates the changes and characteristics of the social assistance system in those years, and meanwhile its impacts and problems.
