Supreme People’s Procuratorate issued "People’s Procuratorate Work Report" for this reason to specify nationwide people’s procuratorates at all levels’reporting acceptance works. However, with the developing of China’s reformation, the embezzlement and bribery, malpractice phenomenon is increasingly complicated; the author found the "Offence Reporting System" of procuratorial organ had three main issues in his practice work for many years:the acceptance scope of "village officials" duty crime was not clear, the protection for informers was ineffective and the corruption reporting center can’t supervise selfinvestigation department. The issues has become more and more severe that damaged the masses’enthusiasm of reporting, affected the development of procuratorate organ investigating and punishing duty crime and made the practice works unadapted. The author used research methods of analysis, comparison and demonstration etc. in order to solve these three prominent problems. Firstly, expounded the definition, evolution, the pursuit value goal and basic principles of procuratorate organ Offence reporting system; Secondly used overseas "Offence reporting system" of solving the similar issues for reference while analyzed the root causes of the issues; At last promoted three improvement methods specifically, that were improving the legal provisions on procuratorate organ accepting "village officials" duty crime scope, establishing and perfecting the informer protection systems and strengthening procuratorate organ internal institution’s supervision and restriction revolution.
