Public power is an important and main power in the survival and development of social organization, it is driving our society to move ahead in a directly or indirectly way with normal order, but actually, public power has gotten into many difficulties in its process, which causes the administrative responsibility can not be fully realized. Public power and the realization of administrative responsibility is a complex process, It is not only involving both the ethics sense of morality evaluation, the legal meaning of institutional constraints, but also relates to the political meaning of the democratic supervision. It also has contained many kinds of value judgment standard. In this article, we explain why we should ask the power of public accountability to proceed with, we also tell the details of a comprehensive analysis of the characteristics of public power and responsibility, and then get the main reason of revealing the anomie of administrative ethics and the accountability. Then from the individual rights of the citizens of the first, the unbalance between power and right and public officials discretion in three aspects of a comprehensive analysis of the power to the accountability are administrative responsibility for the implementation of the approach, i.e. to effect the power of accountability to the government. We will go further to explain,using the specific implementation way to undertake explore analysis, analysis the contaction of the external and internal control of these two kinds of mainstream ideology in a deep-mind way, respectively expounds their connotation, denotation, forms, and made the advantages and disadvantages of evaluation.
