Since the 19th CPC national congress,the CPC central committee with comrade Xi Jinping at its core has put forward many new ideas,ideas and strategies for governance,and put forward many new requirements for strengthening the construction of administrative ethics in civil servants.Exercise of the civil service as a national public power,the administrative behavior directly affects the social public interests,to continuously is the wind's age is a country on the requirements of all civil servants,to strengthen the construction of scientific and legalization of civil servant's administrative morality construction is directly related to the party in the new era of the great career success,study the problems existing in the current Chinese civil servant's administrative morality construction,and actively explore,perfect to build a well-off society in an all-round way and realize the national management system and management ability of modernization is of great significance.The thesis consists of six parts.The first part of the thesis is the introduction,which expounds the background and significance of the thesis,the research status at home and abroad,the research methods and the innovation of the thesis.The second part defines the related concepts used in the thesis and the connotation of Cooper's administrative ethics theory.The third part expounds the current situation and problems of administrative ethics construction in J city on the basis of data search and field research.The fourth part analyzes the causes of the problems existing in the construction of administrative ethics in J city.The fifth part,aiming at the causes of the problem,puts forward the countermeasures of administrative ethics construction in J city based on Cooper's theory of internal and external control.The sixth part is the conclusion.This paper takes the administrative ethics construction of civil servants in J city of China as the research object.It adopts the research method combining theoretical research with practical exploration,and comprehensively applies the literature research method,in-depth interview method and questionnaire survey method.Based on the on-the-spot investigation of the administrative ethics construction of civil servants in J city,this paper analyzes the current situation and causes of problems in the administrativeethics construction of civil servants in J city,and puts forward countermeasures and suggestions from the theoretical perspective of Terry L.Cooper's internal and external control,such as to perfect the relevant rules and regulations,administrative ethics construction supervision,and examination system of the administrative morality construction,implement the administrative moral cultivation work,create a good environment administrative morality construction,etc.,in order to J city and national civil servant's administrative morality construction to provide feasible suggestions.There are some shortcomings in this paper,such as the lack of in-depth research,the author will continue to deepen the study and research.
