Administrative ethics, also called administrative morality, is based on the unity of "responsibility, right and benefit". It is the administrative code of conduct and specification system which coordinates the relationship among administrative personnel, administrative institutions and society. Public administrative activities of the administrative subjects are established on the basis of the administrative responsibility, and the public service quality of the civil servants directly affects the administrative levels. The research on administrative ethics has realistic role of guiding public affairs management activities, improving the moral quality of civil servants, standardizing administrative responsibility of administrative personnel to ensure the whole social public power to be constrained effectively, and making the society into the benign operation. The traditional morality has not enough force of constraint so regulating civil servant’s administrative responsibility is very important. Cooper stated the influence of administrative ethics, discussed the effectiveness of the moral training, proposed by conscious looking straight into the administrative ethics problems making administrative personnel of the public sector to make more efficient public decision-making in order to improve the government administrative ability and service level. In this paper, we study the present situation of lack of civil servant’s administrative responsibility and existing problems, analyze the reasons and provide the solutions.Through the perspective of administrative ethics, this paper analyzes the cause of the lack of administrative responsibility consciousness of civil servants based on the facts. We analyze the existing problems and reasons by combining the subjective responsibility with internal control and the external control with objective responsibility. Taking the administrative ethics theory as the guiding ideology, we put forward to countermeasures according to the current situation under which the civil servant professional ethics is lack, administrative efficiency is low and bureaucratic style of work is popular. We solve the problems by combining four factors of responsible behavior identified by Cooper and internal control, external control, and the combination of internal and external control. We can achieve internal control by the personal ethical education and maintenance of personal ethical autonomy in the organization. We can achieve external control by establishing ethical mechanism and perfecting the legislation. We should break the traditional ideas of internal control and external control, and take measures from internal control, external control, and provide theoretical arguments for the realization of the civil servants behavior responsibility, eventually improve the construction of administrative ethics, and construct a harmonious and efficient service-oriented government.
