With the development and progress of the society, the social risk continues toincrease and the social crisis is existing everywhere and countries`crime rates arepresent a rising trend. The traditional crime theory which pay attention to the crime ofcourse control can not to curb the crime, but the early warning of information which isto guide by Intelligence-Led Policing theory and crime theory,is showing a more andmore important role in curb crimesThe first part of the article is mainly analysising and discussioning basic conceptof the article, and it`s the foundation of the whole text. Artcle make the warning ofinformation`s basic concept as a starting point, cited public security research field andother related areas`definitions, analysis the concep of intelligence and informationand the openness of the crime system.Based on this,analysis the historicaldevelopment and the present situation and the characteristics,value, difficult of thewarning of information.The second part based on the concept, mainly analysis the feasibility of the earlywarning of information from the policing-reform theory, criminology and sociologytheory. In the policing-reform theory, Intelligence-Led Policing theory, communitypolicing theory and crisis policing theory have varying degrees of guiding the earlywarning of information’s starting. In the crime theory, potential crime information ofthe brokening theory, learning theory revealed have also given the early warning ofinformation guiding effect, emphasized the potential crimina l information in dailylife is nowhere and all the time,and it also provides the objective conditions of theearly warning of information.The objective warning signs of the early warning ofinformation is mainly research the warning signs from the crime objectivephenomenon by the perspective of sociology, and through the analysis of the potentialinformation to spread the work of the early warning of information.The third part research the model construction of the early warning ofinformation.
