Research On The Construction Of Mass Incident Warning Mechanism In China

It is common recognized that public administration in all country is aiming atmaintaining the social life in order and pursuing a stable development. In thesignificant strategic transformation period， Chinese government faces a range ofunprecedented opportunities and also great challenges on the respect of maintainingsocial stability. On one hand， basing on the stable political circumstance and socialorder， the rapid economic development and the peaceful life of people provide awell circumstance for the social stability. On the other hand， the mass incidentsresulted from the increasingly intensified interest contradictions and the internalcontradictions severely threat social stability and harmony， which makes the masswork more complex and difficult. At present， according to the international leadingideology of public administration， the emphasis should be transformed from thetraditional afterwards-activities to the preventative activities. The developmentwarning mechanism of mass incidents in China is still in the pledging phrase and stillexist a range of deficiencies compared with the developed countries. Thegovernments are presenting a passive position in dealing with the mass incidents，due to the absence of a well-established warning mechanism of mass incidents，which always results in a series of delayed activities and unnecessary loss anddamage. Therefore， it is considerable urgent to strengthen the construction ofwarning mechanism of mass incidents.In this dissertation， following the description of background and currentdevelopment of warning mechanism of mass incidents in China， the emphasis is puton the significance of such a mechanism in the current phrase. The composition isanalyzed from five aspects: the mechanism of warning institution， the collectingmechanism of warning information the processing mechanism of warninginformation， the releasing mechanism of warning information， and theresponsibility mechanism. Basing on these five elements， we analyzed theachievements and also the problems of the current warning mechanism of mass incidents， and further proposed a range of suggestions on how to strengthen thefuture construction. This paper contains six sections. Section1is introduction，which mainly introduced the background， the research purpose， the literaturereview， theoretical instruments and the framework of the whole paper. Section2introduced the composition of the warning mechanism of mass incidents. Section3ismainly about the achievements of warning mechanism of mass incidents. Section4analyzed the problems of warning mechanism of mass incidents. A set of feasibleproposals are put forward on the basis of the four previous analyses in the followingsection， as the key points in this paper. The last section is conclusion， whichpresents the way forward of warning mechanism of mass incidents in China.
