Research On Tibet’s Emergency Rescue System Of Mountaineering Expeditions

Mountaineering is an extremely high risk, dangerous and irregular human activity. Peoplewould like to experience challenge stimulation and hardships and hone their willpower inexploration activities. The21st century, the Mountaineering is no longer a professional mountainclimbing adventure explorers activities, while, as a kind of outdoor sport, is enjoyed by the publicgradually, and now more and more folk mountaineering enthusiasts join in the mountain explorationactivities. Mountain exploration, however, is facing unprecedented opportunities and challenges.Over the years, distresses and death incident occurred frequently in mountain adventures, and is onthe rise as a whole. Facing the emergency situations and accidents in mountains expedition, toprotect the lives and property of explorers, the improvement of the emergency rescue systembecomes urgent.The author has engaged in the mountain exploration for many years,combined with workexperience, on the basis of the theory of public governance theory and emergency management,using the literature material method, interview method, case analysis, experience summary method,and comparative analysis of research methods, from the perspectives of mountain exploration system,the mechanism of emergency rescue system, legal system and the plan, trying to analyze theemergency rescue system scientifically and build up a complete set of Tibet mountain adventureemergency rescue system. Which are helpful to enrich and develop our country alpine exploredemergency management theory, and to further promote the mountain exploration toward healthy andsustainable development.First of all, this paper analyzed the research background and significance, as well as theresearch status at home and abroad, gradually to make the concept of emergency rescue definition,main types and basic characteristics clear.Secondly, from the perspective of the Angle of system, mechanism, legal system and plan, this papermakes an analysis of the pattern of the body of the emergency rescue system, mechanism, legalsystem and plan, making a comprehensive analysis of mountain adventure emergency rescue system. Finally, by analyzing the situation of the Tibet mountain adventure emergency rescue system,combining with the mountain adventure emergency rescue of foreign experience for reference, thispaper analyses the problems existing in the emergency rescue system, and puts forwardcorresponding countermeasures and suggestions.Throughout this article, the purpose is, under the government guidance, supervision of thecompetent administrative department,works of social organization and the participation of thepublic, with the reasonable use of emergency management frontier theory achievement, to make theeffective play of Tibet mountain exploration resource advantages, and making efforts to build theTibetan mountains expedition emergency rescue system, for mountain expedition teams andindividuals, to provide more services, scientific and standardization of safety.
