Exploration On Promoting The Development Of Civil Emergency Rescue Organizations In Integration Of Defense And Civilian Technologies

In recent years,China's civil emergency rescue organizations have developed rapidly,with its rapid response,flexible cooperation,meticulous rescue has been recognized by the public,plays an important role in emergency rescue.But at the same time,it also faces the problems of daily operation difficulties,insufficient training space,lack of full-time rescue personnel and soon.Based on the theory of non-profit organization management,this paper studies the development of non-profit emergency rescue organizations in China at present,aiming at improving the overall ability of non-profit emergency rescue organizations and promoting their healthy development.Firstly,it defines the concepts of integration of defense and civilian technologies and government purchase of services,and defines the main objects and contents of the study.Then,the characteristics and advantages of the non-profit organization management theory are elaborated in detail,which is taken as the theoretical framework of this paper.In order to have a comprehensive and in-depth understanding of the civil emergency rescue organizations,the researchers investigated seven representative civil emergency rescue teams on the spot,and summarized and analyzed the role positioning,team advantages and development difficulties of the seven rescue teams.it is considered that the civil emergency rescue organizations have the advantages that the government rescue departments do not have,but at this stage is still lack of support and guidance,facing many development problems such as financial difficulties,lack of equipment,and so on,it is difficult to give full play to the advantages of the civil emergency rescue organizations.Secondly,taking the development mode of dawn rescue team in integration of defense and civilian technologies as an example,this paper studies and explores the current development mode of civil emergency rescue organization in depth with the method of practical investigation,and discusses the development mode of integration of defense and civilian technologies in detail from many aspects.On the basis of this,the paper puts forward some countermeasures and suggestions to further improve the development mode of civil aid teams in integration of defense and civilian technologies.
