The Vagrant Consciousness In Chinese Administrative Culture And Its Digestion

Administrative culture is the soul of administrative management, and it’s so hard for any administrative reform to avoid. Due to the inheritance of administrative culture, its negative influence factors and effect often becomes a major obstacle to the reform of administrative management. In recent years, we have made great achievements in the institutional reform and the improvement of the system, and put forward some countermeasures for a substantial number of administrative corruptions, and make important contribution to the construction of modern socialist administrative civilization. Unfortunately, exploring the root of the current practice of Chinese administrative management problems which exist for a long time, if we simply focus on institutional reform and the perfection of the system, it is far more from enough. If we think about the background characteristic of the Chinese cultural environment, with a historical perspective to view the development of Chinese administrative culture, we will find something new in mining of problems and exploring of root, like Vagrant consciousness problem brings us.Although the concept of Vagrant consciousness is strange in administrative culture, it widely exists in Chinese Administrative Culture, and deeply affects the social and psychological changes of the administrative staff, and hinders the development of the modern administrative civilization in a certain degree. Vagrant consciousness is a major issue which cannot be avoided in the administrative culture. Eliminating vagrant consciousness effectively has important significance for deepening the reform of the administrative system and promoting the economic and social development. Therefore, the goal of this paper is:through the research on administrative culture consciousness, we try to analyze the solutions of vagrant administrative culture consciousness in theory, provided a useful reference and basis for the administrative practice, and we hope to attract more attention of the public administration scholars of administrative culture.This research on the vagrant consciousness, which is the version of the Chinese Administrative Culture, uses the literature research method, interdisciplinary research method, qualitative analysis research methods, references and summaries of the related literature at home and abroad, and has carried on the induction and deduction, combines history, sociology, literature and folklore from which looking for the cross point and administration from these subjects and drawing the development of administrative science nutrition, analysises the current situation of the vagrant consciousness in Chinese administrative culture, and tries to explore the ways of dispelling the vagrant consciousness in Chinese administrative culture.Vagrant consciousness in Chinese administrative culture is long-standing and ingrained. This paper thinks, vagrant consciousness mainly includes antisocial, violent, gang awareness, depersonalization, short-sighted some features of profits etc. Vagrant consciousness is reflected in every aspect of the administrative practice.It has greatly hindered the healthy development of China’s administrative practice. This paper selects three dimensions of administrative values, administrative psychology cultivation, and administrative behavior, to seek the essence of the vagrant consciousness. Existence and influence of vagrant consciousness in China’s administrative culture is scattered, comprehensive and lasting. To digest the administrative culture consciousness takes not only one day. In the design of resolution strategy, we must establish a long-term strategy, overall administrative values, administrative psychology cultivation, and administrative behavior, and pay attention to the digestion of Social environment consciousness and the purification of the administrative culture psychology. Based on this, we should design digestion strategy from three aspects of system construction, social construction and cultural construction, so particular ways are reconstructing administrative ethics, reforming administrative structure, strengthening the administrative supervision ability, promoting the construction of civil society, enhancing the sense of social responsibility, guiding social rational thinking, critically inheriting Chinese traditional administrative culture, scientifically using the western administrative theory and so on.
