With years of efforts, China has made great progress in information construction projects of the government agencies at all levels. E-government service gradually became focused and the ultimate goal was to meet the dynamic public service needs. We initially defined E-government service capability the capability of government departments to provide the necessary public service in the economical way at the right time by the integration and use of government information and IT resources through government websites and other electronic means. With the background of increasing emphasis on the development and application of e-government services to improve the government services capacity, improving e-government service capability was an important means to enhance the level and quality of government service. However, the related research on e-government service capability and its management was rare. Government information system gradually became large-scale, multi-application, distributed, clustered and complex. During the process of the construction and integration of these systems, the lack of unified planning, uniform standards and different levels of construction in initial stage, and other factors resulted in information isolated island. The highly fragmented and segmentary management system in government management as well as the backward management compared with advanced information technology and other factors, resulted in the waste of resources, the difficulty in administrative collaboration. These results, in a large extent, limited the ability of e-government service. The business integration, namely, to achieve shared basic network, cross-regional business collaboration and information sharing based on the construction of the existing infrastructure and applications systems is a feasible way to improve e-government services capability. The meaning of integration is to cut costs and create the overall effect. Related research is various, presented in three dimensions:institutionally, functionally and technically. The main targets of integration are e-government information resources and government business process. Because government organizations having a vertical power structure and horizontal function departments, integration always proceed in both vertical and horizontal dimensions.This article will focus on how business integration will impact e-government services capacity and its concrete manifestation, explore the influence path between the level of business integration and e-government capability. We must establish assessment tool of e-government service capability and business integration firstly. We built three measurement dimensions for e-government service capability:the presentation layer, transport layer and enable layer. Each dimension measurement were content service capability, service delivery capacity and on demand capability. Content services capability include information service capability, transaction service capability and participating service capability. Based on the practice and theory, the results of confirmatory factor analysis (CFA) and path analysis (PA), show that on demand capability and service delivery capability have a direct, positive impact on content services capability, while demand capability have a direct, positive impact on service delivery capability and there is a positive indirect impact on the content service capability. From both horizontal and vertical dimensions to build the evaluation model of the level of business integration, collaboration procedures, willingness to collaborate, readiness of business collaboration and readiness of information resources sharing to carry out the evaluation, the model can better measure the government in the e-government environment within the organization level of business integration. On the basis of the measurement model, we established the structural equation model to explore the influence path between the level of business integration and e-government service capability, to understand the role and the level of influence of business integration on e-government service capability. The results show that the vertical business integration has a direct, positive impact on the e-government service delivery capability, service capability and dynamic service capability. In contrast, the current government business horizontal integration is still inadequate.This research has both theoretical and practical aspects of meaning:(1) Theoretical significance:improving the ability of e-government services affecting factor model;(2) Practical significance:The results of the study identify the key factors that affect the ability of e-government services, and to inspire efficient e-government construction, improve the efficiency of e-government services, improve the level of e-government services capabilities.
