The Case Study Of365System Grass-roots Social Management Pattern From Dalian Xigang District

Along with society’s development,grass-roots social management facing a series of issues.It is a major task to strength and promote social management innovation.Grass roots is a focus and difficulty of social management innovation system.It have great significance in promoting social harmony and stability, building Dalian into a prosperous and civilized modern international city.Since2012, Dalian Xigang District which aims to make up for the lack and blind spots of current social management and public service built the365system.In the past year,365system has achieved remarkable results on building a harmonious society and has made a lot of meaningful explorations and innovations.This thesis bases on a case study of365system use several ways of investigation,first starts from macroscopic view of summaries in counties grass-roots social management. It shows the whole grass-roots social management in Dalian. Second, it emphasizes on the operational situations of the365system of Xigang District, including its operating structures, functions, mainly practices, operating procedures and experts team-building. The thesis has deeply investigate the operating situations, effects, service contents, channels and evaluations for services objects, then it analyzes the statistics. Based on the analysis, it further indicates four main problems of the365system—identification, long-term motivation, stage usage and function exertion. After analyzing and researching, the author believes it is unreasonable organizational framework, imperfect top design, repeating construction and lack of public participation and social management that matters.The thesis put forward some strategies and advices to improve the365system in Dalian and facilitate its development in the long run. Improve the top design of grass-roots social management in Dalian. Carry forward the integration between365system and multi-platforms stably and positively. Improve public participation of the365system.At last, the thesis draws the conclusion and shows the limitations and lack in itself.
