Finally, the paper analyzes the factorsaffecting the level of social security of Shandong province imbalances and combinedwith the situation of Shandong province, to establish a moderate level of social securityof Shandong province, exploratory put forward a series of corresponding countermeasures from the social security, fiscal spending on social security, socialsecurity management and the coverage of the social security fund.
