The fossil energy has been abused and is getting exhausted.Many governments arenow casting their eyes upon the wind power industry,trying to support the development ofit.However,the wind power industry is a new industry,and the cost of production is sotremendous that governmental support and subsidies are crucial for the development ofit.In fact,most of governments are very lenient at granting subsidies to wind powerindustry.However,such subsidies,granted by the governments to a specific industry,arevery likely to be regarded as subsidy which violates SCM Agreement.This thesis consist of four chapters.The First Chapter is a brief introduction of the useof wind power,followed by the brief introduction of the subsidy measures of somecountries.The Second Chapter is an analysis of the rules and cases regarding SCMAgreement.The Third Chapter is a detail analysis of the WTO negotiation request filed bythe U.S government.It analyses China’s wind power subsidy measures whether or not be inaccord with SCM Agreement and offers possible defend methods.The Forth chapter tries tosuggest some possible solutions to the subsidy measures at issue.This thesis is an attempt to interrelate the SCM Agreement and wind power subsidymeasures,trying to have an outlook into the subsidy measure of wind power industry,andwith the hope that this thesis may be of some help to the solution of this issue.
